The Wormhole bridge operates in a leaderless manner—all guardians perform the same computation upon observing an on-chain event and sign what is termed a Validator Action Approval. Once a two-thirds majority of all guardian nodes have observed and signed the same event using their individual cryptographic keys, the transaction is automatically considered valid by all Wormhole bridge contracts across all chains and triggers the corresponding mint or burn operation.
